2026 First-Half State Budget Execution Data Released

State Budget Revenue

In 2026, the state plans to collect EUR 21.07 billion in revenue. In the first half of 2026, EUR 11.17 billion was collected, representing 53.0% of the annual revenue plan. In the first half of 2026, tax revenue amounted to EUR 8.11 billion (72.6%), EU and other international financial assistance funds amounted to EUR 2.47 billion (22.1%), and other revenue amounted to EUR 0.59 billion (5.3%).

Tax revenue collected:

• Value-added tax (VAT) – EUR 3.83 billion;
• Personal income tax (PIT) – EUR 1.82 billion;
• Corporate income tax – EUR 1.12 billion;
• Excise duties – EUR 1.09 billion;
• Other taxes – EUR 0.24 billion.

Compared with the first half of 2025, state budget revenue increased by EUR 1.65 billion (17.3%) in the first half of 2026. The growth in budget revenue was driven by higher consumption, growth in the wage bill, increased sales volumes of certain goods, and higher excise duty rates.

State Budget Expenditure

 The planned state budget expenditure for 2026 (including permitted adjustments) amounts to EUR 28.11 billion. In the first half of 2026, EUR 12.32 billion was used, representing 43.8% of the annual appropriations plan. In terms of the execution of planned expenditure, the largest shares of the 2026 planned appropriations were used in the areas of education (55.5%) and social protection (50.1%), while the smallest shares were used in housing and community amenities (13.4%) and environmental protection (22.0%).

State Expenditure Structure:

• Social protection – EUR 3.66 billion (50.1% of planned expenditure);
• Education – EUR 2.16 billion (55.5%);
• Economic affairs – EUR 1.91 billion (39.9%);
• Defence – EUR 1.45 billion (29.4% of the plan);
• General public services – EUR 1.39 billion (48.5%);
• Health – EUR 0.89 billion (49.0%);
• Public order and safety – EUR 0.48 billion (38.9%);
• Recreation, culture and religion – EUR 0.26 billion (45.0%);
• Environmental protection – EUR 0.06 billion (22.0%);
• Housing and community amenities – EUR 0.06 billion (13.4%).
