The Information System “Open Lithuanian Finance” is designated for public presentation of the information about the data of financial statements of the public sector entities and budget plans of entities receiving appropriations from the budget as well as the data of their execution reports in a comprehensible and attractive form. The Information System offers a possibility of the advanced electronic search and analysis tools which enable the data analysis and use the downloaded data sets on one’s own account depending on needs.
The Information System “Open Lithuanian Finance” presents the following data:
– Data of financial statements and consolidated financial statements of all public sector entities defined in the Republic of Lithuania Law on Public Sector Accountability which covers the information specified in the financial status and performance reports of the public sector entities;
– Data of the State budget, municipal budgets, State Social Insurance Fund (SSIF), Compulsory Health Insurance Fund (CHIF) budget plans and their execution data;
– State budget expenditure data of the institutions which have been granted the State budget appropriations;
– Detailed data about the State budget funds transferred to suppliers of goods and services of budgetary institutions and other entities and to project promoters implementing the projects financed from the European Union, other international financial support and co-financing funds, also the State budget funds transferred to municipalities and tax authorities;
– Aggregate revenue and expenditure data of the State budget, municipal budgets, SSIF budget, CHIF budget, Guarantee Fund budget, Long-Term Employment Benefit Fund budget and the Reserve (Stabilisation) Fund budget, from which inter-budgetary transactions are eliminated.
In the Information System “Open Lithuanian Finance” it is possible to analyse the budget expenditure according to basic parameters: budget, function of the government, type of financing and group of expenditure. The functions of the government are grouped and budget expenditure groups are formed following the Republic of Lithuania State Budget and Municipal Budget Revenue and Expenditure Classification approved by Minister of Finance Order No. 1K-184 of 3 July 2003.
The State Social Insurance Fund (SSIF) budget expenditure may be analysed in accordance with the expenditure classification approved by Government of the Republic of Lithuania Resolution No. 647 on the Approval of the Rules on the Preparation of the Budget of the State Social Insurance Fund of the Republic of Lithuania and Its Execution of 14 June 2005. The Compulsory Health Insurance Fund (CHIF) budget expenditure may be classified according to the expenditure classification approved by Order No. 1K-11 of the Director of the National Health Insurance Fund under the Ministry of Health on the Approval of the Compulsory Health Insurance Fund Budget Revenue and Expenditure Classification of 11 January 2013.
The Information System “Open Lithuanian Finance” presents all data of financial statements of the public sector entities and budget plans of entities receiving appropriations from the budget as well as the data of their execution reports, excluding the public sector entities and entities receiving appropriations from the budget after integration of data of which, their comparison or in other cases the presented data would disclose the classified information and/or create preconditions for the disclosure of such information.
The data in the Information System “Open Lithuanian Finance” will be periodically updated. The data of budget plans for a year concerned will be published by 2 May of the current year. The information about the execution of the State budget, municipal budgets, State Social Insurance Fund (SSIF), Compulsory Health Insurance Fund (CHIF) budget plans is planned to be published on a quarterly basis. Financial indicators of the public sector entities are presented on annual basis and published by 20 October of the next year.
At present a pilot version of the website of the Information System “Open Lithuanian Finance” is presented. This pilot version aims to get feedback from website users concerning the functioning of the website, its convenience. Based on received observations the system will be updated and further tailored to the users’ needs. It is also planned to expand the scope of the information delivered. It is planned to deliver even more data by including statistical data, macroeconomic and demographic indicators, the number of workers in the public sector and the number of civil servants and etc.
